Julie’s Accomplishments
Julie is one of the most productive members in the 141 member Maryland House of Delegates. Her hard work and get-it-done attitude allow her to deliver for the residents of Rockville and Gaithersburg.
Sponsored 41 new state laws
Julie has championed issues ranging from progressive tax policy to consumer protections to equity. Here are just a few of the bills she sponsored that became law.
Pedestrian and Bicyclist Safety
Julie’s legislation made Maryland the fourth state to pursue Vision Zero—a goal of no deaths or serious injuries on our streets by the year 2030. And two follow-up laws ensure transparency and accountability about safety deficiencies on state roadways.
Improved Elections
Renamed “absentee ballots” to “mail-in ballots” to make it clear to voters that they have the option to vote by mail if they so choose. Addressed the chronic shortage of election judges by allowing out-of-work Marylanders to serve without losing their unemployment benefits. Tightened campaign finance laws to prohibit cryptocurrency contributions and to prevent campaigns from tricking donors into recurring contributions.
Helped families
Created the Maryland Child Tax Credit and worked with the Moore/Miller Administration to significantly expand the credit. Made it easier for low-income workers to receive their refund from the Earned Income Tax Credit—the most effective anti-poverty program in America. Expanded the pipeline of high-quality child care providers, including bi-lingual educators.
Affordable Housing
Tackled the shortage of affordable housing by identifying and reusing excess state-owned properties for affordable housing and removed a procedural barrier to creation of affordable housing in Montgomery County.
Protected Biodiversity
Ensured the protection of endangered species by requiring routine reviews of the state’s protected species lists and requiring scientific evidence to list or delist a species.
Cracked down on noisy vehicles
Allowed Montgomery County to use automated technology to detect and ticket excessively loud vehicles with an illegally modified muffler.
Incentivized whistleblowers to report tax fraud
Created a reward program for whistleblowers who report information to the Comptroller’s Office that leads to the successful detection of state tax fraud. Millions of dollars have been recouped as a result.
Protections for LGBTQ+ Marylanders
Banned the use of the “panic defense,” a legal strategy that asks a jury to find that a victim’s sexual orientation or gender identity is to blame for the defendant’s violent action.
food allergies
Required public school districts to disclose ingredients in cafeteria foods and have a policy to protect students with life-threatening food allergies. Protected kids with food allergies who are in child care with new safety standards for child care providers.
Banned toxic chemicals from cosmetics
Toxic chemicals are found in everyday products used by many Americans. This law bans 12 harmful chemicals from cosmetics and personal care products.
Secured Funding for Local Organizations
Julie has helped local non-profits receive much needed state funding, including for Manna Food Center to expand their ability to store fresh foods; for maintenance and upgrades at VisArts, EveryMind, and the CCACC Health Center; and for a new space for job trainings at Sunflower Bakery.
Working with her District 17 colleagues, a total of $8.7 million was directed to local non-profits, City of Gaithersburg, and the City of Rockville from 2019-2024.
Assisting Residents
Each year, Julie hears from a multitude of Gaithersburg and Rockville residents about their thoughts about pending legislation, ideas for how to improve Maryland, and their problems with state agencies. Julie and her staff ensure that each resident is heard and assisted.
